Can I connect joists to walls using hangers?

Recently gutted my.bedroom and removed joists floorboards sleeper.walls due to damp/rot. Was thinking.that rather than build sleeper walls inmigjt.just have joists suspended using.joist hangers. The.room is.3.5 x3.7. I want.to.lay down a dpm sheet to cover the floor.and.raise it.up.to.the skirting board level. If I.do.this I cover the airbricks does this nean.inshould.create holes in membrane?

You need to rebuild the sleeper walls with a honeycomb brick pattern, dpc on top with a timber plate to accept the new joists. Don't block the air bricks under any circumstances, they are there to allow airflow and prevent damp.

To avoid unnecessary weight and stress on existing walls and foundation, best rebuild the sleeper walls on DPC and make sure ventilation is not obstructed. To keep worm, install insulation between the joists or thermal underlay. Do not block air-bricks or dump will be back.
