Need to move rising mains pipe in my flat - can a freezing kit be used

Background : I want to move the vertical rising mains pipe in my bathroom flat. I want to move it because it is in the way of my new planned shower enclosure. Right now the mains brass tap is seized and cannot be shut off. Mains is in 15mm copper pipe. My flat is approx ten metres above ground and I guesstimate the pressure to be around 3 bar. Question : Can I use a freezing kit to "turn off" the mains for 20 mins or so to give time to relocate it to new plumbing under the bath . Or is the mains pressure too strong to use a freezing kit ?

you can freeze it,where do you intend to do this ?,is there access to pipework below your flat ?,it will freeze as long as there are no outlets open,i take it these are flats ?,there may be other valves below your flat that you could turn off,or mains stopcock in pavement outside,if you shut that you will have to arrange time with other flats,also sometimes when you freeze copper pipe it can burst,i would try to find other ways rather than freezing.

A decent pipe freezing kit will work on 15mm pipe for up to 35 minutes. You can google the best ones to buy, and which retailer to buy it from.
