I want to permanently remove a toilet and sink and cap the pipes - Do I need a qualified plumber?

I want to convert a downstairs toilet into a storage room, therefore I need to rip out the toilet and sink and cap the water pipes. Is this a relatively simple task which a skilled handyman can do or should I use a qualified plumber? Any advice would be much appreciated :)

Turn water off.flush remaining water away
Disconnect water pipes at stopcock.
Lifting of head tank.
2 screws remove From in side .
Lift head tank off.
Water pipe needs blanking cap.
Joint bond agent seals water tight.
End cap for main drain out let.
Sink disconnect pipes
place end caps to water pipes
Disconnect out let pipe cut of to desired place .cap of pipe.
Unscrew sink lift away.
Plumbers will stock caps
You will need to measure across pipe axample .100m =4 inch
Main pipe cap.
Sink .50mm = 2 inch cap.
Water pipe 1pm caps
