why have i got tongue and groove flooring up stairs but not down staires

I have a 1930s semi ,the floor boards on first floor is tongue & groove but down stairs is not tongue & groove. was that normal practice in the 1930s

in the 1930s downstairs was built on a concrete floor in the kitchen
and the lounge was usually installed on timbers with a space underneath for the air flow,very draughty with vents to the outside wall for air flow with coal open fires
