Can you turn over and relay Victorian floorboards spoilt by bitumen

I'm having the floors of my old cottage sanded but the sanding man can't do the sitting room as the floor is covered in black blobs of what he thinks is bitumen. It's a kind of black tar which melts and spreads on contact with his machine. Is it possible to just turn over and re-lay the floorboards so the spoilt side is on the under side? They aren't bowed in any way so I'm thinking this might work. What do you professionals think? Or is there a better way to deal with the bitumen?

Hi,
considering the thickness of victorian floorboards that are quite thick your best option is the one that you have already said.
So turn them upside down and get them sanded.
