Roof terrace stairs

Hi. We have planning permission for a roof terrace above a single storey extension. Current plans have external stair going over an internal wet room. This is proving problematic with builders and structural engineers. I am now thinking if re submitting the plans, with the stairs going up alongside passageway at the side of the bulgalow. What is the min width for the stairs? And how close can they be to the neighbours fence? Thanks in advance.
