1- Where can I find architects who specializes in drawing plans converting garage into living space for wheelchair user? 2- I want to demolished existing garage, increase the area for dwelling purpose and constructing a new garage in front of house.

You don’t need an architect just a good builder who can talk the job through with building control

You will need building regs approval for the work, it's also worth contacting your local council and various mobility groups as you might qualify for a grant and certainly be able to claim back any VAT
