roof dormer built with no planning or builing regs

just bought property with loft conversion/dormer built with out building regs can i take down and reinstate origanal roof with out consulting planning department don't want to open a can of worms Would certainly love to update but is almost falling apart Flat roof is higher than original ridge Damp in places Leaking walls Steamed glass windows No insulation And to top it off left chimney in centre of room also someone has spent time and money to build staircase up to loft losing 1 bedroom complete clowns So think it's coming down

Would it not suit the room better to keep it and have it signed off properly?

Trying to get retrospective Planning Approval will certainly fail as the flat roof is above the existing ridge - a definite 'no-no'. You will no doubt hit major cost if the structural floor to the loft and the flat roof timbers do not comply with Building Regs and you will need to consider if the stair and the escape route are compliant, it certainly cannot be through a habitable room.
