New toilet not flushing away paper

I just had a brand new bathroom fitted. It's pretty great, but with the brand new toilet, concealed cistern, and push button, it doesn't flush away toilet paper unless flushed 2-3 times. The old toilet worked fine. I got the bathroom fitter back to look at it, so he replaced the button mechanism. It has made no difference. He has no experience of this happening before, so he said it might be the actual toilet that needs to be replaced. It is a bit disappointing as I hoped what I bought was all good quality stuff and is new. Any experience of this or advice? Thanks!

the new toilet could be fitted with a flexi pan connector or if it has a reducer on it as in many cases with cast to plastic the diameter of the pan flush pipe maybe smaller of there is a tight bend in the flexi

Make sure the water is at the correct level in the cistern. the less water in the cistern, the less it will flush away.
