Wouldn’t have thought so as an immersion heater will push a 13amp fuse to its limit, and eventually it will go. It’s usually wired by a dedicated supply from consumer unit on a 16 amp mcb then a double pole switch adjacent.

Nearly all Immersion heaters are rated at 3 kilowatt, this equates to just over 13amps. It doesn't mean the fuse will blow but good practice would be to install its own circuit direct from your consumer unit.
