Need to decorate a house 1890, covering a very cheap original ceiling

I live in a 1890 house which has, what seems to be, a ceiling made of something like compressed cardboard, with tape across joins. Can this be covered over in some way?
Are you a tradesperson and able to answer this question?

Without taking down ceiling and reboarding, and plastering . I would recommend caulking over the tape or the whole ceiling with joint filler rubbing down , and painting

Sounds like the joints have been fiber fused and filled in with joint compound.
There’s a product on the market you can buy it’s a filler base skim coat
Easy to put on and it’s sandable if you put it on too think. Hope that helps
