Is 700mm x 950mm too small for toilet

I am interested in converting a cupboard space into a toilet but the space is small. I have done some research and it seems possible with a 585mm projection toilet and small sink. However I am not sure if this would pass building control (Edinburgh)? From looking at the regulations it is not on the main living level which has an existing toilet so I am not sure if the regulations on size are applicable? Can any experts out there help? Thanks David

I generally operate in England where we have differing regulations to Scotland. So, without doing a little research, I can't provide an accurate answer. Nevertheless, it would be prudent to contact your local Building Control service and ask this question. Here are the numbers you'll need.

As a rule of thumb, Building Control is always a good place to start. They tend to be very helpful these days as it is a paid for service.
If there is no restriction on the size, it will be your decision alone whether to proceed. Try marking the space out on the floor with masking tape and see what it feels like. It's not perfect, but it will give you an idea.

If you are refurbishing an existing property there are no specific minimum room dimensions for a WC that one needs to adhere to. In new build construction there might be, and this will have been taken into account by the original designer. There may be factors involving proximity to doors and door swings that a designer would look at carefully in setting out a new space. If you have a existing space under the stairs for example then yes you are free to interpret as you feel appropriate. Remember you must not do anything to impede escape from fire, so don't introduce a new door swing into a hallway for example. Look at the selection of toilet, a wall mounted toilet may look space saving but always factor in the location of the cistern, a close coupled toilet may look bulky but may end up being more space saving.
