How to deal with water leaking through corners in bathroom?

Hi, We had a bathroom refurb a year ago (through MyBuilder), but have run into some issues with it. One of the issues right now is that when water gets onto the floor, it leaks through the space where the tiled floor and tiled wall meet. I assume this should have been filled up with grout to stop water seeping through, but there are gaps everywhere. I just tested it by pouring water onto the floor where it meets the wall, and when I checked downstairs I could see it leak through to the ceiling in our kitchen (we currently have a hole in our kitchen ceiling as we've had to deal with another leak too). What is the best way to seal the spaces between the tiled floor and wall? Would this be with grout or silicone sealant? And would we have to remove the old grout first or can we just fill up the holes? Is there anything else that would need to be done to waterproof the bathroom? Thank you for your help!

Give the area a good clean to remove any residues and then apply silicon neatly and carefully working it into the joints
