Is it correct procedure for a liquid dpm be used on top of self levelling compound?

Hi, I had a kitchen extension built with a concrete floor approx 18 months ago. Self levelling compound was laid straight on top of the concrete floor (with no primer). The vinyl that was laid bubbled up, so contractor removed it. Tramex reading at the time of vinyl removal was 3-4+. A few months have passed since then and is now on average 2.6. Contractor wants to paint Sika Primer MD on top of the self leveling compound and place new vinyl straight on top (I presume when dry). Is this the correct way? Should the liquid dpm go underneath the self levelling compound (so that the slc can act as protection for it? I want it done the correct way, even if more time consuming, rather than a quick solution for the contractor. Thank you for any advice you have to offer.
