Why is my boiler locked out or idle

I have a conventional boiler with a header tank and storage tank for water in an airing cupboard. My boiler keeps locking out and when it does decide to work, it comes on, heats the rads up then just sits there idle. The rads then go cold and after an hour or so it kicks back in again. Theres always demand on the room stat though and it never gets up to temperature. The system is old with no pressure gauge etc. We’ve bled the radiators. The rads downstairs don’t have TRVs on them, however two upstairs do and they are both set to the highest setting. A heating engineer came out today and said he couldn’t find an issue, but obviously there is one as the boiler isn’t working. Any advice?

Ask for a second opinion, this time make sure you get the right man for the job, always ask the engineer first if they specialise in heating and boiler fault diagnostics before inviting them!
