Is this part of solution to reducing damp problems and who would fit them?

It can help in reducing condensation build up as long as you up your heating to allow for what your losing,
Damp can be caused by so many different things its impossible to say without looking at the issue if it would be the best solution in your case.
as for fitting them any competent tradesman/ handyman
