i want to convert my loft in bedroom

i want to convert my loft in bedroom. last owner do some work there and all looking good, carpet floors, nice wood walls, light there. I have the small loft door now with metal ladder on it. I looking to change is with that bigger door with wood ladder on it and then to just plasterboard walls and ceiling, plastering. I will need to have a radiator there and i think is ready to be a bedroom. The loft have already window installed. I will need permission from council to do that or will be ok to start on it?

Yes, you do need a permission.
Converting the destination use of the loft into a living space requires a permission form the local authorities.
Moreover, if a loft was not designed to be living space, there's a very high chance that the joists are not sized to sustain the weight required per square meter for a living space - so it's likely you need an architect or an engineer to design a proper conversion plan (or a conversion specialist)
