Water flow rate is slow after stop cock change

I got a tradesmen to change the stop cock in my house as the current stop cock which was a tap was leaking. I changed it to a lever stop cock. Now the water flow rate is slow especially in my loft even though the stopcock levet is on the max. Am i supposed to turn the tap more on the outside stop cock which is outside my house. I'm confused as to what has caused this. Any help would be appreciated.

if hes turned water off from the valve outside he may not have turned it back on fully or its a faulty stop tap he has fitted

Check to see if there are any other stop cocks or isolation valves on the pipe, sometimes there may be a very old stop cock on the cold supply that may be causing the problem

hello, if the stop valve is not full bore it may be around the wrong way? also mains external valve may not be full on.
