Loft Boiler Frost Protection override issue

Hello, I moved into a rented property last year that has a boiler in the loft. It has frost protection and I understand why that is a vital component. However, it has meant that once the temperature outside the house gets to around 3C or below that it kicks in for about 20 mins, goes off for about 10, then kicks in again for 20 and does this continually until the outside temperture rises (so firing up pretty much around the clock). I have the thermostat in the house set to about 17.5C throught the night during the cold months, so that the chill is kept off whilst we are cosied up in our beds, but due to the boiler's frost protection, it overrides this completely and brings the house temperature up to 23C and higher. As you can imagine this then means we wake up sweating, and it means for very costly running. The only thing I can think of to tackle the problem (aside from turning off all the rads, which then means a cold house) is to find some way of safely insulating the loft boiler itself, so it stays warm for longer and doesn't need to kick in so much. Is there a safe way of doing this please?
