Radiator too hot even if valve is off.

I live in a block of flats with central heating. There is no thermostat in my flat, so I can't control the temperature directly and I have to open the window. My radiator's valve (not thermostatic) has been turned completely off for 1 day, but the radiator is still boiling hot. I know the valve is not broken because it has been replaced a few weeks ago. Is this normal? Shouldn't the radiator be cool by now?
Are you a tradesperson and able to answer this question?

Since your central heating is not controlled by you the only thing you could do is turn off both valves to your radiator. You say that you recently have changed the valve but if it functions then it shouldn't let any water circulate through the radiator
