Removing toilet seat with locking scre

I am trying to remove a toilet seat which is fitted with plastic screws that interlock with the plastic nut to prevent them being undone. I have tried to remove them by holding the crew with pliers but they wont budge. Cant access the screws from the top as the cover isn't removable. Any suggestions?

cut them off with a hacksaw the one that has a handle so its straight like a knife.

Cutting with the hacksaw is a good option, but before proceeding you might as well try adding some WD40, trying to give it a twist or slightly tap it with hammer. If it won't help - straight hacksaw

This happens a lot on covered or concealed toilet seats. The retainer inside the basin is plasitic with a bolt running through it. The only way is to use straight blade hacksaw to cut top off. Push or tap remaining part into the hole and refit a new fitting.
