a window sill that is made of bricks covered with mortar is all cracking away, whats the best way to repair it?

would it be better to use an sds to get all the concrete around the bricks off first or just patch it up?

There are a couple of ways of doing this. The bricks are probably in poor condition if they were covered in mortar, you could cut them out, then redo them in a facing brick to match with a slope going outwards, or you could do it in creasing tiles, ie 3 layers of 10 x 6 roof tiles.
