Efficiency of water heating

Hi, I have a Heatrae Sadia Electro MaxCombined electric flow boiler & direct unvented water heater. When I use the water heat boost button during the day, it will heat the water perfectly and well within the hour that it is on for. However, when it is on during the night on the off peak tariff period, it is on for a few hours, yet it never gets anywhere near as hot. Can anyone advise why this might be please? The reason is that the boost immersion heater is in the top half of the heater and will only heat the top third (roughly) of the water, the off peak immersion is located near the base and has to heat all of the water in the heater, this will take a great deal longer but left on overnight should heat all of the water to the same temp. as the boost immersion, try adjusting it to stay on for a longer period off peak or more efficient still, keep it on constantly during the off peak period, it will operate via it`s own thermostat and will prove to be a lot more cost efficient.

The offpeak immersion could be faulty. So it's only working on the top immersion during the day. The water will still stay hot for hours when not in use
