Rusting to render beading whats the best action

I am looking at buying a house but the survey revealed rusting to render beading on the front face of the house. I need advice on what work would need doing.
Are you a tradesperson and able to answer this question?

You can sand down the beads by hand if they are not rusted to much or right through, then apply rust inhibitor then paint with galvanize paint then your colour or cut them out and replace with stainless steel beads, which is what I always use.......
