Installing downlights/spotlights in my kitchen

I am looking to change my single ceiling rose in my kitchen for 4/6 spotlights. I live in a flat on the 6th floor and all the comments I have read is that you need access from the floor above to install spotlights. Is this actually the case?
Are you a tradesperson and able to answer this question?

Hi,
The problem is getting the wires into the right places, and it is an awful lot easier to go from the floor above than though the existing ceilings, unless for some reason you are taking down the ceiling anyway (e.g. leaks, etc.).
That being said, all things are possible, but it is a question of cost and efficiency.

Flats floor are build from concrete, if you already dont have a dropped ceiling , to install spot lights you must drop your ceiling at least 50mm from the main ceiling.
