Electric Downlights Install Before over boarding and plaster

Is it correct to have an electrician install ceiling downlights in existing plasterboard before having the ceiling overboarded and skimmed by a plaster? Or do I need to have it overboared, then the electrical work, then the skim? Can’t access ceiling from above.

Depends on if you can access under the floorboards upstairs? If so it can be done after it's boarded and skimmed. I would get an electrician in to assess it.
Your edit.. well if access can't be gained from above then get it wired before over boarding, leave the cables in the positions you require so when it's over boarded they can make a hole where the cables are,get it skimmed, cut holes after that and fit downlights & hey presto.
