DHW from Direct Economy 7 cylinder

Hi. I moved in an all electric 2-bedroom flat on Economy 7 tariff a few months ago. DHW is supplied by a RM Direct Economy 7 Cylinder (1500mm x 450mm). A plumber came out to the property for a separate issue and pointed out to me that the booster immersion was left switched on and that the lower immersion should be sufficient to heat the water on off peak electricity. However, yesterday there was no hot water available until I switched on the booster immersion again. My questions are: how do I know if the lower immersion has definitely failed? Since the booster has been on for the past few months, do I need to leave the cylinder without turning on the booster for a few more days to know for certain if it has failed? If it has failed, what are my options? Thanks.

its going to be one of the following. A loose electrical connection within the spur / isolator switch . the thermostat within the element compartment has failed. the elements have failed. Ideally you need this checking to confirm
