How to brick wall in old coal cellar in Victorian house?

I've just purchased a Victorian property with an old coal cellar/ basement. The walls are lined with soot and its generally pretty dirty down there. Can anyone recommend the best way to get this cleaned?

Hi,
Get a fire contamination cleaner and neutraliser, wear gloves and paper suit.
Clean off manually.
