Insulating bottom of door sill

I have had my whole house new windows and doors and I'm really pleased with it.. only niggle is the double french doors seem to be sat on the inside brick of the house and is approximately 3" off the floor but not flush so cant trim it. It is very cold in the house and I'm wondering if It is because it's sitting on the outside bricks and not covered up or insulated. Any suggestions?

I would get the company back out. they should've filled it and trimmed it while they were there.it also sounds like it's been a mismeasure and just fit it.
