Building regs and a velux style former window

Had an inspection on work done in our loft 25 years ago to see if it was approved by building regs. Apparently it does not meet regulations and we now have to strip it all out and return it to its original condition as a loft. My question is there is a velux style dormer window fitted from back then. Does this need building regs approval? Not keen on removing this I would rather replace it if that's the case with a more up to date one.

A velux is a sky light window a dormer is projection built out from main roof line (please clarify)
generally a velux window is allowed within permitted development rules and may require doubling up of side rafters to maintain the integrity of the structure
