Shared mains cold water and low pressure

Hi, I own a first floor flat which share the main water with 2 small shops at ground floor. The water pressure is fine but problems arise when the downstairs use it, when they open an internal tap pressure drop but at least we got water, when they open the outside tap we don't get water at all. The main stop tap is located in one of the shop which serve 4 taps and one toiled and then directly upstair with 15mm pipes. Apart from getting a new mains connection only for our flat that would be way too expensive what are the other solutions to improve the water flow that won't cost a fortune?

You could run a new mains from the incoming mains before it tees off to other services . Another way would be to install a small break tank and pump in your premises. That way you would have constant pressure always

the only way is to have a new dedicated main installed,teeing off before other services will not work,as pressure takes the route of least resistance and you are higher than them,if you install a break tank you may still have a problem as when the lower outlets are in use break tank will not be able to fill,unless you have a very big tank.
