Painting over rusted nails on a staircase

I am trying to paint my staircase White gloss, although I have managed to take most of the nails out, there are some I could not take out, every time I try to paint over them the rust nails Show through the white paint, what can I use so they do not show through. Many thanks for any suggestions.

Hi. Are you using an acrylic primer/ undercoat, water based gloss system? If so this will bring rust staining from the nails to the paint finish. If there is no way you can remove the nails you can try removing as much rust from them with sandpaper and then use a block out primer like zinnser b.i.n before repainting. Or try using a nail punch and set them below the surface, fill then with a two-pack woodfiller ( ronseal do a white one) abrade flat and smooth once set and prime/paint
