What is correct order: paint skirtin gthen caulk top of skirting that joins wall?

Do I paint skirting before I apply caulk on top? What is the correct order? 1. Paint walls to base 2. Work on skirting – paint, sand, fill etc 3. Apply caulk along top of skirting?

Usually You make repairs first then ceiling walls woodwork in that order.

preparation work first, so all making good, filling, sanding, then caulking, paint ceiling, walls + woodwork last
