Cavity wall either in brick and block or brick and timber frame

We have been asked to build a house using an existing 450 mm wide strip concrete footing in trench fill. Does anybody know what type of cavity wall with potential internal layers of insulation would be acceptable for modern building regulation and U-value requirement? and if I want to widen that concrete foundation has anybody heard of a bit of concrete topping off i.e. 150 mm to 200 mm ring beam on top with reinforced bar . This question centres all around satisfying building control and it's probably a unique situation . I'm concerned that they're not going to "wear it " I f the foundation is only 450 mm wide with a cavity wall on it ?!?!? Why is it only 450 mm wide ?!? -- well my customer cast the foundations years ago as a "banked start".
