Removing Virginia creeper roots from window and door frames before re -painting

I want 3 external window frames and one doorframe re-painted, but they all Contain the (dead) roots of Virginia creeper which need to be removed first. I can't find anyone who knows how to do this.
Are you a tradesperson and able to answer this question?

Burning the paint off is probably the best way, but this is the most expensive way. Plan B scrape off all the foliage and you will be left with the little sucker bits.
Prime straight over these and they will dry hard. you can then sand them down easier and complete the job. repeat the above if they still show.
