Max height of fence adjacent to road

I understand according to the planning portal that a fence adjacent to a highway can only be 1m. First question does this include private roads, my house is on an unadopted private cul-de-sac which is jointly owned by the residents. Secondly how far back from the boundary can I erect a 2m fence ? Some say 2m back, some say 3m ?

1m in the front garden. 2m to the rear. the only way to get close to the 2m is 1.8 slats on top of a 6" gravel board. As for the boundary distance, this usually varies on your local councils planning officer. mike htf fencing
