Valspar or Dulux for humid bathroom?

Which one is the most moisture/mould resistant? I only paint ceiling and the Dulux Bathroom currently in place tends to flake a bit and I need to scrape and re-apply the paint at least twice a year. Ceiling does not get mouldy. I am fully a aware that the good extraction fan would be the best but I live in the council owned building and fitting one is not an option. Please advise on the paint. Thank you!

Valspar v700/trade or valspar bathroom paint, if youre looking for superior paint. Or, zinnser eggshell permawhite if you want the best paint for a bathroom.
