Wet patches above skirting board

Hi I've skimmed walls myself in living room few months back, those were painted shortly after. Few months later wet patches started to appear just above skirting board mainly where chimney was and paint started to flake. I've arrange one builder to look at it and he advised that I should chip off some plaster at the bottom as it's almost touching floor and it should dry out eventually. I did that few weeks ago but it doesn't look is drying out. Our budget is really limited, as we bought this property last year so I have no idea how to approach it.

Are you a tradesperson and able to answer this question?

There could be a number of things going on, need pictures or to take a look really Paint starting to flake is a good indicator that the walls was painted while the plaster had not fully dryed, or painting walls without first mist coating There could also be a damp patch which needs resolving flaking is usually due to water pushing the paint off, or painting the walls wrong or damp problems hope this helps
