How do I prepare the ground for a gravel drivewat

I have an area that underneath is 1/3 soil and 2/3 cement. What should I do before laying gravel? I am concerned there will be drainage issues. A lot of water is collecting around the soil area

Well I would dig out the right depth then cord membrane type one hard-core then grammar act as a drainage system and poured drain pipes to soak away the water this all pens how the foundation is in your property we can vary vary from job to job good foundations good quality stone
