Is it possible to have wet room in loft?

Is it possible to have wet room in loft as my builder said yes when we signed the contract now says wet room is not possible. He says he will put shower tray and tile fully but outside the shower tray will not be waterproof as the water will go to downstairs room. my builder says wet room can only be done on ground floor.

Are you a tradesperson and able to answer this question?

done properly you can have it on any floor.

This is a classic builder statement... what they are actually saying is 'I have no idea what I'm doing with wet rooms but I know that if I fit it on the ground floor, you'll never notice if it leaks!' Strange how people who know what they are doing can fit wet rooms in blocks of flats, all over multi floor hospitals and hotels. Save yourself years of pain and just get a specialist in for this job. It's not rocket science, but it seems to be beyond so many.
