Bathroom quarter tap (hot) starts running when kitchen tap turned on?

Hi, This is a Single storey bungalow with combined central heating and hot water boiler (gas, no hot water storage tank ) mounted about 6 feet from floor in kitchen. Both hot water taps are quarter turn single supply lever taps which have no leaks or drips. When the hot tap in the kitchen is turned on the tap in the bathroom starts running (continuous running, not just drips!). The bathroom tap stops running when kitchen tap is turned off. There is no problem when bathroom tap is turned on ie. the kitchen tap stays off. The water (mains supply) seems to go from boiler up into loft, across full width of loft and down into bathroom and then through skirting mounted pipe to kitchen sink. Suspect vacuum of some sort?? Any advice / suggestions much appreciated. Colin

From what you are saying it sound to me its seals in the tap.
