boiler doesn't always work. It was fitted about 4/5 years ago by an engineer from my builder.

I have had this problem for a year and no gas engineer has been able to fix this. The boiler only comes on when I turn it off then on again or only if the hot water is on. The final suggestion was to buy a new programmer but the problem remains and I can only get heating if the hot water is on. The rads have been bled and the whole system checked, so I don't know what else to do.

It sounds like to me you have a wiring issue. Located in the wiring centre. You need to get a gas safe engineer to check all the voltages are correct on motorised valves,stats and pump. Some boilers need a pump switch live also. I suggest calling another gas safe engineer or getting manafactuar of the boiler to confirm boiler is not the issue.
