Wiring pull cord light switch

Fitted a replacement pull cord switch which is linked to a light and extractor fan (that's never worked) linked up red wires with L1 and COM and earth to E. However it only turns on it doesn't turn off when the cord is pulled. There's 4 red wires and 2 earths.

Are you a tradesperson and able to answer this question?

The wires have been wired wrong there will be a live feed coming in that goes to COM along with the live feed to the fan (assuming it's a timed fan) you would then have a further 2 wires in L1 which would be 1 for the light and 1 for the fan to turn it on, the wires must of been mixed up when recited so would need tested to find out which is which and connected correctly.
