Sealant around toilet cistern

A tradesman fitted a small bathroom floor, but where the sealant should be around the toilet cistern (which was previously very neat) he has left it in such a "Gross Jaggard Mess"!!! Wish I could post photos on here??! I want to know if I can remove it myself and what sealant to use and how to do it please?

you can buy sealant remover in b@q,then get a good silicone sealant cut the nozzle as small an opening as possible,you can also get a silicone smoothing tool from b@q.
