Who is ultimately responsible for the damage to my flat caused by a dorma roof extension

I presented the owner with a surveyors report, that said all damage was due to the work above, but he hasn't responded- who do I approach the owner or contractor?

Ultimately it is the person having the work carried out that's responsible,although the contracted does share the responsibility for any damage caused by him or his men. Good luck alex
