Downstairs toilet

I live upstairs in a purpose-built maisonette. The entrance is downstairs with a large space to leave coats, shoes etc. and also a small toilet. Internal stairs lead up to the flat which contains all of the living space, including a large bathroom. Would it be possible to remove the downstairs toilet (which is NEVER used) and put in the washing machine and the tumble drier instead? I could do with a utility room but don't want to break any regulations. I have bought the flat. I don't want to book someone to do the job until I know it won't cause issues later.
