Sealing edges of laminate

In an upstairs bedroom the previous owner laid laminate flooring and then fitted skirting board to give a clean finish. I can see he uses clear sealant along the edges of the flooring and I'm just wondering why? It's all discoloured so looking pretty horrid now. I'm just wondering if this is needed?

Its not 'needed' or a requirement as such & was more than likely applied in order disguise/hide any gapping between the floor & skirting so as to give a more aesthetically pleasing finish.

This may only be needed in a bathroom to stop any water travelling under the skirting and getting underneath the floor which could result in the flooring getting damaged due to moisture getting trapped under the flooring. Sometimes people would do this purely to hide gaps from the skirting to the floor to save them scribing the skirting board or levelling a subfloor, this method should not be needed in a bedroom area.
