Is it possible to have just the damp proofing done without replastering?

I am redecorating my living room and have found what appears to be rising damp. There was a previous damp proof course done which I am assuming has failed. The previous owner left no details. Can I pay a professional damp proofer to come out and install the damp proof without paying them to replaster after. I know someone who can plaster the wall for me but doesn't do damp proofing. I had a damp proof specialist out recently who said that you are not allowed to have someone else plaster your walls after a damp proof course and it has to legally be done by the one provider. Is this true? Thank you.

You can use a high strength damp proofing cream. This cream is injected into holes drilled in the mortar joint. It then penetrates the masonry to provide a water repellent barrier. You are now able to relax safe in the knowledge that you have a high performance chemical damp proof course installed and that your home is protected from rising damp. Another benefit is that the damp proof injection method can be used in walls that are highly saturated with water. No need for plastering.
