Is this a fraudulent Fire Alarm certificate?

As a main contractor we recently sub contracted an electrician to complete the electriical fit out on a block of 6 flats to include the communal areas and car park. We also requested him to put in a full fire alarm to meet minimum building control regulations. This was all on a design and build basis. The electrician subsequently contracted out the fire alarm as he did not hold accreditations for fire alarm commissioning. We were happy with this at the time. Since works were completed it came to our knowledge the certificate provided by the electrician following successful commissioning by the third party was fraudulent as the company and individual listed on the document claim no knowledge of it, the electrician or our project. As a responsible contractor we want to report both the electrician and the third party in question, but unsure who the relevant authorities are. Unfortunately the police will not take any notice despite recent events in the media. We have subsequently fallen out with the electrician over this who denies this is not fraudulent despite getting written confirmation from the listed company that they did not produce this certificate and they believe it is fraudulent also. Finally - what certification should have been provided for the fire alarm system on a 6 flat apartment block as we only received a carbon copy tick box form. Thank you in advance!

If the company named on the "carbon copy tick box form" deny that that they carried-out the design, testing and commissioning of the installation, then it is self-evident that fraud has been committed by the electrician who has certified that they did. If you are certain that he has not been honest with you, then raise the matter with whatever scheme overseer the electrician is registered with i.e. NICEIC, NAPIT, STROMA. You might also consider contacting whichever Local Authority Building Control signed-off on the work and discussing your concerns with them. I'm assuming that you are resident in England or Wales. As for the certification that you should have received, the electrician should have issued an Electrical Installation Certificate to cover the work he did. In addition, a Fire Alarm Design, Installation and Commissioning Certificate should also have been issued.
