Covered air vent over top of capped chimney

If we remove a chimney to roof level and cover it with dry pack, do we need to worry about ventilation or damp problems? We have a chimney breast in the loft but otherwise no chimney works inside the house. Is a covered air vent over the top of the capped chimney a good idea?
